Who To Talk To
It can sometimes be quite confusing deciding which level of local government is responsible for the issue you want to complain about! This section is intended to be a rough guide to help constituents decide whom to contact. Local Authority services in Aldershot East will be the responsibility of either Hampshire County Council or Rushmoor Borough Council.

Other public services like Health, Police, Fire and Further/Higher Education have separate management arrangements but your Local Councillors should be able to help you get a response to any query you have raised with those organisations.

County Councillors are, in any event, involved in the management of both the Police and Fire Authorities and from April 2010 they will also be responsible for Further Education.
Hampshire County Council

Although the list is not exhaustive, Hampshire County Council is responsible amongst other things for:

  • Education up to and including GCSE
  • Provision of schools and Pupil Referral Units
  • Sure Start Children's Centres
  • Home to school transport
  • Some elements of Community Education
  • Children and Family’s Social Care
  • Adult Social Care including County owned Nursing and Residential Homes
  • Libraries & Museums
  • Outdoor education facilities
  • Country parks
  • Rights of way
  • Sports development
  • Tourism
  • Heritage preservation
  • Development of the Arts
  • Highways Authority (except trunk routes which are the responsibility of the Highways Agency, a central Government Department)
  • Spatial planning advice to the Regional Assembly
  • Waste disposal and recycling
  • Youth Service
  • Regulatory Services including Trading Standards
  • Planning issues on County Council owned land
  • Mineral and waste planning
  • Street lighting
  • Economic Development

Rushmoor Borough Council
Once again, although not an exhaustive list, Rushmoor Borough Council is responsible for:

  • Waste collection
  • Environmental Health
  • Local planning permissions on land other than that owned by the County Council
  • Cemeteries
  • Traffic management on behalf of the County Council as the Highway Authority (HCC currently pays RBC annually approx £230,000 to do this)
  • Leisure Facilities
  • Social Housing
  • On and off street parking
  • Licensing
  • Allotments
  • Housing Benefit payments on behalf of Central Government
  • Street and pavement cleaning
  • Municipal Parks
  • Collection of Council Tax, on behalf of Hampshire CC and the Fire and Police Authorities
  • Collection of business rates on behalf of central Government
  • Election services

Since boundary changes have been introduced the County Council Electoral Division of Aldershot East is made up of the Borough Electoral Wards of Heron Wood, North Town and part of Manor Ward.

 
Army Benevolent Fund

The ABF supports serving and retired soldiers and their families who find themselves in need. In particular they provide essential support to soldiers who are wounded in the line of duty.


For some years now I have supported this Army charity because for every serviceman killed on active service another three, on average, return home seriously wounded. For many, in addition to the terrible emotional stress to their families, this can create real financial hardship.
